Data from the Land cover maps was used in conjunction with 2000 US Census data to produce an index of planting priority. Index values were produced for each census tract with the higher the index value, the higher the priority of the area for tree planting.

The criteria used to make the index were:
1) Population density - the greater the population density, the greater the priority for tree planting
2) Tree stocking leavels - the lower the tree stocking level (the % of available greenspace that is occupied by tree canopies), the greater the priority for tree planting
3) Tree cover per capita - the lower the amount of tree canopy cover per capita, the greater the priority for tree planting.
